-able amount of time to putting into shape the information which
it is necessary to give to Your Fxcellency in order properly to
answer the questions put to me. It is inevitably full of detail,
but I do not see how I can avoid going into many technicalities
at length if I am to succeed in getting Your Excellency to
appreciate the reasons which have led me to recommend and to
urge with much insistence the appointment of an additional Judge
for it is apparent from Your Excellency's letter that I must
remove the impressions created on Your Excellency's mind, and
also on that of the Secretary of State, by the counter-proposals
